Close & Open Accounts FAQ


Welcome to the Seattle Public Utilities Service Application. You can open and close your SPU water/sewer/solid waste account (W/S/SW) and your Seattle City Light (SCL) electric service accounts online.

If you are opening an account you will select the utility services that will be billed to you.

If you are closing an account you are providing information that ends your account responsibility and provides an address for your final bill. To close an account an effective date, meter reading and forwarding address are required. You are responsible for the account until you vacate the property and turn in the keys.

Residential SPU and SCL customers living in a single-family residence
With only one water meter and only one electric meter.

Commercial SPU (business) customers with one water meter and water register. Note Commercial customers must obtain solid waste services through a private vendor. SCL commercial customers cannot use the online form.

Property Managers and agents can close and open accounts when authorized by the account holder.

If you are ineligible to use the form, please call our customer service center at (206) 684-3000, Monday through Friday, 7:30am - 6:00pm. The best time to call for the shortest wait is Wednesday and Thursday from 8:15 - 10:30am and 2:30 - 4:00pm.

As a customer courtesy utility service remains on between customers, therefore, it is important that you notify us within 10 business days when you close or open an account.
To Close or Open Accounts you will need:

  • A meter reading is for the SPU and SCL account
  • An effective date (the date you receive or turn in the keys)
  • Tenants should provide the name and phone number for your landlord
  • If you are selling the property, you should have name of the buyer

To Open a SPU Account

  • Check to see if all solid waste containers are located at the property (garbage, food and yard waste and recycling services are mandatory in the City of Seattle.)
  • Decide if the solid waste containers will accommodate the size of your household.

As a customer courtesy, utilities are left on between customers. Therefore, a meter reading and meter reading date is necessary to determine who is responsible for the service.

If the date an account is closed or opened differs from the date the meter is read, the utility may adjust the meter reading by using a daily average.

You can read the meter yourself on the day you receive or return the keys or the utility can read the meter for you.

 

Note: Seattle City Light (SCL) also allows you to choose an estimated meter reading. The estimate is based on previous consumption history at the property and is free.
